The National Assembly must, at the same time as sending a notice under regulation 9(1) that an appeal is to take the form of a local inquiry, give notice in writing to the persons referred to in regulation 9(1)(a),(b) and (c) of the procedure which is to apply and may from time to time thereafter give such further guidance as to the procedure to be followed as is appropriate.
