8. In section 13 (Penalty: code of practice) —
(a)for “Secretary of State” wherever it occurs substitute “Minister”;
(b)in subsection (3) for “A court or sheriff” substitute “The Petty Debts Court”;
(c)in subsection (5) for sub-paragraphs (a), (b) and (c) substitute –
“(a)publish proposals, and
(b)consult members of the public.”
