4. A person may not take up appointment to any consultant post on the staff of an Authority in Wales unless—
(a)he is either a medical practitioner or a dental practitioner; and
(b)in the case of an appointment of a registered medical practitioner made after 31st December 1996, his name is included in the Specialist Register kept by the General Medical Council in accordance with Article 8(1) of the European Specialist Medical Qualifications Order 1995(1).
