The Road Traffic Act 1991 (Commencement No. 1) Order 1991

The Secretary of State for Transport, in exercise of the powers conferred by section 84 of the Road Traffic Act 1991(1) and of all other enabling powers, hereby makes the following Order:

Citation and commencement

1.  This Order may be cited as the Road Traffic Act 1991 (Commencement No. 1) Order 1991.

2.  In this Order “the 1991 Act” means the Road Traffic Act 1991.

Commencement of Provisions

3.  The provisions of the 1991 Act specified in the first column of the Schedule which relate to the matters specified in the second column of the Schedule shall come into force on 1st October 1991 subject to the limitations (if any) specified in the third column of the Schedule.

Explanatory Note

(This note is not part of the Order)

This Order brings into force on 1st October 1991 the provisions of the Road Traffic Act 1991 listed in the Schedule.

The provisions being brought into force include those relating to—

(1) the designation of priority routes in London;

(2) the Secretary of State’s London traffic management guidance;

(3) the appointment of the Traffic Director for London;

(4) the Director’s network plan for the priority route network and the local plans for the priority routes;

(5) proposed action by London authorities likely to affect priority routes;

(6) the Secretary of State’s London parking guidance;

(7) the appointment of London parking adjudicators;

(8) the fixing of parking and other charges in London;

(9) special parking areas in London;

(10) parking attendants;

(11) the Secretary of State’s power to extend by Order the immobilisation of vehicles by the police throughout London;

(12) applications by English (outside London) and Welsh local authorities for the designation of permitted and special parking areas ; and

(13) functions of traffic wardens.
