If any such company, body, or persons, or any such officer or person as aforesaid wilfully fail to comply with any of the provisions of this Act, they or he shall be guilty of an offence against this Act, and on summary conviction thereof before a justice of the peace shall be liable for every such offence to a penalty not exceeding [F1level 1 on the standard scale].
