Introduction

1.These Explanatory Notes relate to the Health and Social Care (Safety and Quality) Act 2015 which received Royal Assent on 26th March 2015. The Notes have been prepared by the Department of Health, in order to assist the reader in the understanding of the Act. They do not form part of the Act and have not been endorsed by Parliament.

2.These Notes need to be read in conjunction with the text of the Act. They are not, and are not meant to be, a comprehensive description of the Act. So where a section or part of a section does not seem to require any explanation or comment, none is given.

Asesiadau Effaith

Impact Assessments generally accompany all UK Government interventions of a regulatory nature that affect the private sector, civil society organisations and public services. They apply regardless of whether the regulation originates from a domestic or international source and can accompany primary (Acts etc) and secondary legislation (SIs). An Impact Assessment allows those with an interest in the policy area to understand:

  • Why the government is proposing to intervene;
  • The main options the government is considering, and which one is preferred;
  • How and to what extent new policies may impact on them; and,
  • The estimated costs and benefits of proposed measures.
