14 (1) If it appears to a local authority that paragraph 1 applies or may apply to a person in the authority’s area by virtue of [F1 paragraph 6, 7 or 7A] , the authority must inform the Secretary of State. U.K.

(2) A local authority shall act in accordance with any relevant guidance issued by the Secretary of State for the purpose of determining whether paragraph 1 applies or may apply to a person in the authority’s area by virtue of [F1 paragraph 6, 7 or 7A] .
