10 U.K. Any document purporting to be an instrument issued by the [F1 Service] and to be duly executed under the seal of the [F1 Service] or to be signed on behalf of the [F1 Service] shall be received in evidence and shall be deemed to be such an instrument unless the contrary is shown.
