(1)The [F2 chief executive member] may, from time to time, by [F2 order] assign to any department, or transfer to any department from any other department, such functions as appear to [F2 that member] to be appropriate for such assignment or transfer; and each department shall have and may excercise such functions as may be specified by such an [F2 order].
(2)F3 An [F2 order] made under this section may make such incidental, consequential and supplemental provisions as may be necessary or expedient for the purpose of giving full effect to this Act or to any assignment or transfer of functions under sub-section (1) of this section, including provisions—
(a)for the modification and adaptation of enactments; and
(b)for the transfer of any property, rights and liabilities held, enjoyed or incurred by any department in connection with any functions transferred; and
(c)for the carrying on and completion by or on behalf of a department of anything commenced by or on behalf of any other department before a transfer of functions takes effect; and
(d)for changing the name by which a department is to be styled; and
(e)for the substitution of the name of a department for the name of any other department, or for its former name, in any instrument, contract or legal proceedings made or commenced before the date when a transfer of functions or change of name takes effect.
(3)A certificate issued by a department that any property has been transferred to it by virtue of an [F2 order] made under this section shall be conclusive evidence of that fact.
