A local authority must have regard to any guidance issued by the Scottish Ministers about the carrying out of functions conferred on the authority by this Part.

Before issuing such guidance, the Scottish Ministers must consult—

a

local authorities, and

b

any other person appearing to the Scottish Ministers to have an interest.
