142Restriction on institution of certain proceedings.N.I.
No proceedings for an offence under [F1 section 129(1) of] this Act shall be instituted against any such person as is mentioned in section 133(1)( a) except by an inspector or by or with the consent of the Ministry or the Attorney General.
