2Contributions towards expenditure under section 1.N.I.
(1)Any [F1 district council] may, subject to the approval of the Ministry, agree to make a payment or payments towards the expenditure incurred by a [F1 district council] under section 1.
(2)Any agreement made under subsection (1) shall provide that any payment made by a [F1 district council] pursuant to that agreement shall be calculated by reference to the net annual value [F2and the capital value]F2 of the [F1 district of that district council] and to the total net annual value [F3and the total capital value]F3 of the [F1 districts] of—
(a)all the [F1 district councils] making payments pursuant to that agreement; and
(b)the [F1 district council] incurring expenditure under section 1.
[F4(3)For the purposes of this section—
(a)“capital value” means capital value for the purposes of the Rates (Northern Ireland) Order 1977 and shall be construed in accordance with Article 39 of that Order; and
(b)“net annual value” means net annual value for the purposes of the Rates (Northern Ireland) Order 1977 and shall be construed in accordance with Articles 39 and 39A of that Order.F4]
