44Complimentary licences.N.I.
[F1 The Department] may F2. . . authorise the issue to a person not ordinarily resident in Northern Ireland of a complimentary licence to use a rod and line and, where [F3it] do so, nothing in this Act or in any [F4regulations] made by [F1the Department] thereunder shall require that person to pay any licence duty in respect of that licence.
