(8) As from the appointed day the Ministry shall be responsible pursuant to section three of the Prison Act (Northern Ireland), 1953 [1953 c.18] , for providing and maintaining within the county borough of Belfast such accommodation as appears to the Ministry to be necessary for the temporary detention of persons awaiting trial or sentence.
