When the sale referred to in Article 2(1) has been effected and all monies required to be transferred to the Institute Fund under Article 12 have been so transferred, the Institute Fund, after payment thereout of all monies due by the present trustees in respect of the Institute shall be transferred by the present trustees to the Ministry and shall be added to and form part of the Trust Fund and be held upon the trusts and with the powers applicable thereto.
