F1(1)The foregoing provisions of this Act shall extend to the district of any [F2 district council] in which, by an order of the Ministry of Home Affairs, this Act is declared to be in force.
(2)The Ministry of Home Affairs may, on the application of [F2 any district council], by order declare this Act to be in force in the district of such council, and any such order shall be published in such manner as the said Ministry may direct.
